Indeed it is very saddened to hear about false and baseless derogatory remarks spread by some rumors mongers alleging that D.V. School is hosting Anti-Christ Ministry (Satanic worship) within the school Campus; that enrolment form of “awakening the horror” Black Bull Gang is being sold in the school campus and night activities by so called ‘ACM’ is being carried out within the school campus, are false rumors’ against Daikho Va School, Senapati. The D.V.School has nothing to do with it. It has also false spreaded that two students were expelled from the school due to involvement in Black Bulls gang. Such incidents never happened in the school.D.V. School is firmly founded on the Christian faith doctrines and students are being inculcated with moral and spiritual values apart from worldly knowledge and Wisdom. Every day before the class starts, Chaplain R.S. Abraham (B.A, M.Th) leads the chapel service (worship) to impart true Christian values to every student. Apart from this the school chapel hall is made available to few fellowships who are in need of place for worship. In 2011-2012 EU, Senapati were allowed to conduct Sunday noon services in the school chapel hall. Oinam Baptist Church members and Kodom Baptist Union members, who are settled in Senapati HQ, were also made to avail the chapel hall to worship on Sunday noon in few occasions. The school chapel hall is also made available to a group on Poumai Baptist Church, Senapati youth fellowship for practicing Gospel songs on few occasions at evening. In 2013 July, Faith Harvest Ministry, a branch of FHM, Kohima was permitted to have Sunday noon services. So, the spreading of rumors that D.V. School is hosting Anti- Christ Ministry, selling of Black Bull gang enrolment form, expelling students from school and so forth are totally baseless and completely false. It very much shocked to the school authority to hear derogatory rumors’ that can tarnish and blacken the image of the D.V. School.

He had however resigned as the MLA in the month of March and retained the Lok Sabha seat and continues as an MP and also as the Education minister of Nagaland till date.CM Chang had reportedly said that rules allows one could continue as the minister in the state till the by-election is held in six months.On Saturday, the Democratic Alliance of Nagaland (DAN), in which the NPF is the main constituent, had announced that CM Chang is the consensus candidate for Noksen by-poll.With this CM Chang is likely to resign again for the second time in a year from the Lok Sabha membership soon.

Imphal Aug 11: Owing the bomb attack on the western gate of CM bungalow last evening the western road in front of CM bungalow has been closed down from the 5 pm for the public causing a huge traffic problem for the commuter in the city.It is going to be permanently closed down or not can’t be confirm yet as any official are not ready to answer any query about it by the media person.Before the bomb blast at the western gate of the CM bungalow last evening a normal duty of one gypsy of police commando in the northern side and in the western side a reserve line police use to deploy but since yesterday incident a huge numbers of police commandos personnel can be seen deploy with the shutting down of the road.One senior citizen who does not want to mentioned, said, what is the necessary of closing down of the road after such a huge police personnel has been deployed, it is shameful for the government for causing a problem to the public in the name of security measurement. Mention may be made here that since 2008 the northern side of the CM bungalow road was closed down for the public from 5pm after militants hurled a bomb inside the campus of CM bungalow.

UCM ask to stop the fencing work at Moreh immediately

Nabachandra speaking to the media person in a press conference at its office located at Lamphelpat said that the Ministry of Home Affairs (MHA) clarification on the ongoing work of fencing is just an eye wash to the public of Manipur.A village called N. Molphei in the border of Manipur and Myanmar which are having 29 MGNREGS card holder and electoral identity card but it will be in the territory of Myanmar completely if the border fencing work continue like this, not only this a villages like Govajang, Jangnoi, Kwatha Khunou, B. Bongjang, Muslim Nagar, T. Minou, Kotlenphai, Tamil Sangam, half of their village will be in the side of Myanmar was come across by the UCM members during their three day tour in the affected area from Aug 8 at Moreh.The said villages are mostly near and under the pillar number 66, 71, 79, 74, 75, 78, 76, and 81 etc. from the actual territory of Manipur some 100 to 150 meters come forwards inside Manipur territory for the fencing added the UCM president.The border fencing is put up only for the security purpose posted at the border area for the Indian Army, not in the interest of public in save guarding the territory of Manipur alleged UCM president.The UCM also asked why the central government and ministry of home affairs started the work of fencing without taking the concern of the public.If the fencing work is continue like this huge of Manipur land will be lost to Myanmar added Nabachandra.Regarding the issue UCM will organize a seminar in the state with an expert and intellectual to save the land of Manipur.

IMPHAL, Aug 11: Refuting the statement of the Ministry of Home Affairs (MHA) on the loss of certain parts of Manipur territory to Myanmar, the United Committee, Manipur (UCM), one of the biggest NGOs in Manipur alleged today that many villages of Chandel district in Manipur have been included in the side of Myanmar due to the border fencing work.Three days ago, the Ministry of Home Affairs, government of India in a statement had said, "Without the settlement of the International Boundary along with Boundary Pillars on Indo-Myanmar border, it is not possible to arrive at a definitive conclusion that a particular village or land is going to be lost. For the benefit of readers, it is further clarified that the on-going fencing work is restricted to only 10 km for the present and no further work will be undertaken unless all the Boundary Pillars are finally settled through joint inspection by the National Survey Authorities of the two countries as well as the Survey & Settlement Officers and Staff of the State."Talking to reporters today, UCM president Y Nabachandra clarified that on August 8, a UCM team consisted of 13 members and journalists had paied a visit to the border area of Moreh-Tamu border to get the first hand report and noticed that several villages on the Indian side have been included in the Myanmar side by the border fencing."The Ministry of Home Affairs (MHA) had said no fencing work was started in the border pillar 79 due to dispute with Myanmar in the area but on the contrary, the work had started from Gobijang till Jangnoi village and 11 households of Gobijang village in the area have already been included in the Myanmar side by the border fencing," the UCM president pointed out. He said, "About 150 metres of Manipur territory inherited from our forefathers will be lost to Myanmar due to border fencing work," Nabachandra said.The UCM chief then urged the government to intervene immediately on the matter.

Attempts to bifurcate Tamenglong district irks NSCN-IM

DIMAPUR, Aug 11: Bifurcating of Tamenglong district to create new districts will be opposed tooth and nail, says an NSCN-IM leader today.Talking to NNN this evening, L Golmei, who is incharge of the 'home affairs' of the outfit of the 'Zeliangrong Region' (deputy kilonser of Kilo affairs) warned that no one should ever harbour a thought to touch Tamenglong district to upgrade Jiribam sub-division into a full-fledged district. The NSCN-IM leader further warned that anyone recommending or assisting for the creation of Jiribam district by carving out certain parts of Tamenglong district will be sternly dealth with. "We will not tolerate on such activity," asserted L Golmei.Today's NSCN-IM leader's warning came few days after Manipur Chief Minister O Ibobi Singh had assured the Jiribam District Demand Committee (JDDC) that the state Cabinet would take decision soon on making the Barak circle a separate sub-division but rejected the key demand of the Committee saying it was not the right time to declare Jiribam as a full-fledged revenue district considering the present state of affairs in the state. Representatives of JDDC had met the Chief Minister at his office on August 7 and discussed about the Memorandum of Understanding (MoU) signed between the state Government and the Committee. That meeting had deliberated on granting of Jiribam as a full-fledged revenue district, according to JDDC convenor Mutum Meipaksana who had informed the media that day.JDDC and the state Government had signed an 11-point MoU on November 9, 2011. One of the key demands mentioned in the MoU is to declare Jiribam as a seperate district. Jiribam is a sub-division of Imphal East district located in the Manipur-Assam border.Meanwhile, NSCN-IM leader L Golmei said since Tamenglong is the most backward district in Manipur, the concerned authorities should focus more on addressing the problems instead of creating problems by making divisions of the existing district.While pointing out alleged misutilisation of development funds meant for Tamenglong district, L Golmei said, "It is very unfortunate to learn that the funds implemented especially for Tamenglong district by the government of Manipur for the year 2012-2013 under various projects such as BRGF amounting to Rs 10 crores, MSDP-Rs 27 crores and few lakhs could not be utilised due to non-issuing of utilisation certificates on time." The NSCN-IM leader then added by alleging," Those money had been diverted and misutilised by certain unscrupulous and vested interest individuals and organisations."  L Golmei further pointed out that funds under MDS (Manipur Development Society) amounting to Rs 100 crores meant for the districts of Tamenglong, Ukhrul, Senapati, Chandel and Churachandpur have not been released by the Director of MDS till date and "even repeated persuasions and requests to by concerned parties wwere have not borne any result."

IMPHAL, Aug 11: Manipur is still going through the impact of massive landslide near Kohima but another round of a jolt is in the making in the form of series of bandhs to agravate the already grim situation.
When a litre of petrol in grey market is sold at anything from Rs 120 to Rs 140 and prices of other essential commodities are fast sky-rocketing due to the July 12 landslide near Kohima choking the main supply line of Manipur NH-2, further blocking of this supply line for several days would mean that the people of the state both in the hills and the valley should be ready for tremendous hardship.The United Naga Council (UNC) sponsored 48 hours 'total bandh in Naga areas' in Manipur followed another 48 hours bandh to be imposed by Kuki State Demand Committee (KSDC). Both the tribal organisations are engaging in intense movements to part with the Manipur government.The Naga body is demanding for a separate administration from Manipur, the 'Alternative Arrangement' while the Kuki body is pressing for a separate Kuki statehood to be carved out from Manipur.Meanwhile, the UNC is all set to impose the bandh from midnight of Sunday (tonight) while that of the KSDC will start immediately after the Naga body's bandh gets over. In that case, the main supply line of Manipur i.e. NH-2 will be choked for the straight four days.After the 48-hour UNC 'total bandh', there are series of agitation in different forms of the Naga body including the banning of the ongoing works of national projects such as the construction of railway tracks in Manipur. The KSDC, however is yet to announce its further course of agitatio after its 48 hours bandh.A KSDC leader informed NNN this evening that either during the bandh or immediately after its 48 hours bandh, it will announce its line of action.

Land Slide in the NH-2

Senapati(The Hornbill Express) 10th, August: The landslides haveoccurred in some places along the National High -2 from Senapati tothe Kohima stretch. A landslide had occurred between Khongnem Thana and Karong on 9th August evening blocking the major portion of theroad and the debris was not cleared till the late evening of 10thAugust. In the early morning of 10th August, the bee line of heavy vehicles were seen stranded due to the landslide came down from above the highway, the drivers and handymen were seen working hard putting stones and pebbles in the area to make way for the vehicle to pass through. In the late evening, all vehicle have passed through, however, the debris were left unclear.  Such, smaller landslides are witnessed in the stretch from Karong to Maram, however, there is no clearance done till the time of filling this report. It may also be mentioned that the road stretch from Senapati to Maram is having worst condition with pit and deep pot holes, half black topped portion of the road without proper drains been constructed along the highway. The road side bushes also have not been cleared and can cause road accidents.The frequent landslides along the high way have caused sufferings to the common people, the concerned departments need to take up prompt action in clearing up such landslides that block the road to avoid preventable accidents and ease the inconveniences along the NH-2, as it is the only lifeline for the district and state. In what had affected the Manipur State in terms of shortages of essential commodities particularly fuel for last many days due to massive landslide occurred somewhere in Kisama, Naga Heritage village near Phesama, even after the road been restored some days back, the vehicular traffic continue to adversely affect the commuters. On the 10th August mid noon, hundreds of vehicles were stranded for almost four hours along the stretch starting beyond Phesama till Kigwema, due to traffic jam at the mudslide area. Numbers of passengers coming from Mao Gate walked on foot as some were to catch trains and buses at Dimapur for further travel. Women, old aged, college students and children were seen carrying their baggage and walked through the muddy slippery road drenched with frequent showers. Interestingly, some passengers going on foot to Kohima for urgent purpose went to the town and came back to stranded side but there was still not sign of moving of vehicles even at that point of time. However, there was no major commotion broke out except few army personnel yelling and shouting other vehicles to give side so that their convoy trucks and can pass through. Due to the clearance of all army convoy vehicles coming from the Mao-Gate side, the vehicles coming up from Kohima got stranded for almost four hours. However, after the army trucks crossed the landslide area, the other vehicles heading towards Mao started moving.

Blast at Chief Minister's Gate

IMPHAL, August 10: Call it the lapse in the security measure, a bomb was exploded right in front of the main gate of Manipur Chief Minister’s bungalow here around 6:30 pm Saturday but no human casualty was reported in the explosion. The explosion took place amidst tight security taken up by state police ahead of the Independence Day celebrations in Imphal city.Today's blast has come amidst tight security measures being taken up in the run up to the Independence Day celebration.Search operations and frisking have been intensifying in the past ten days in and around Imphal so that no untoward incident happens during this year's Independence Day celebrations.This evening, minutes after the blast at


the high security zone, Manipur Home minister Gaikhangam, Deputy Director General of Police Y Joykumar and top police officials rushed to the spot.No arrest was made so far in connection with the incident. After the blast, heavy police personnel present at the site conducted a cordon and search operation in the area around the Chief Minister’s bungalow.Gaikhangam who is also the state Home Minister condemned the blast and said it was 'unfortunate.'He said the public will sense a security lapse over the explosion that took place at the heavily-guarded bungalow and underscored the need for re-arranging, strengthening and regulating the security measures.Earlier, militants carried out an attack on the bungalow.He said, “The Home Department takes the Saturday’s blast seriously. We have discussed the matter very seriously.”Gaikhangam said the security personnel providing protection to the public as well as the Government need to execute their duties sincerely.Asked about the CCTVs installed in Imphal city, including the Chief Minister’s bungalow, Gaikhangam informed reporters that the state Government now cannot maintain most of them well due to certain reasons.He, however, said that these CCTVs will be repaired soon.The Deputy Chief Minister while expressing concern over the reported kidnapping of two officials of state Horticulture Department said the Government believes the duo will be freed safe and sound very soon as negotiations are on to secure their release.He appealed to the concerned militant group to release the two officials safely and warned of stringent actions to militant organizations that are often indulged in kidnapping for ransom.The two officials of Manipur Government’s Horticulture Department were reportedly abducted by suspected Kuki militants near Kanglatombi bazaar under Sekmai Police Station in Senapati district on the night of August 8.Gaikhangam also urged the militant groups which are under Suspension of Operation (SoO) and ceasefire not to violate the agreements and to think for peace.

IMPHAL, August 10: The Sana Konung (Royal Palace of Manipur) Semgat Lup (SKSL), an umbrella body of 57 different social organizations from both the hills and valley today reaffirmed its stance to safeguard the Royal Palace of Manipur, pledging to fight tooth and nail against the state Government’s policy to take over it.A meeting of the SKSL was held at the palace premises during which six resolutions were taken to protect and preserve the Royal Palace which the state Government keens to take over for renovation and expansion. The meeting presided by SKSL president Ch Gopalmacha took six resolutions. It resolved that the proposed takeover of Sanakonung by the Government for its redecoration must first get the people’s mandate.It decided that the titular king must not leave the palace while rejecting the recent letter sent to SKSL by the state Art and Culture Department. The meeting called it a policy against the will of the people.
SKSL now will focus on revamping the palace, it resolved and reaffirmed that the lup will never allow the Government to take over the palace for renovation and preservation under the Historical Monument Act and that the lup will fight tooth and nail against the Government's policy.It decided that the palace will be renovated by the Royal Council after consultation with the public and warned of strenuous agitation in the face of the Government’s efforts to use force for the proposed takeover.

Dangmei said that the NSCN-IM cadre was released on humanitarian ground and also due to the numerous requests from Zeliangrong frontal organizations namely Zeliangrong Youth Front, Rongmei Naga Council, Zeliangrong Baudi."He was handed over to his father Sagangam and his uncle Landonmei with a pledge that he should not work against the ZUF in future", said Dangmei.Meanwhile, D.T.Lincoln, Supervisor of Ceasefire Monitoring Board of Khaplang group returned to the NSCN-IM fold.According to the NSCN-IM, Lincoln had defected to NSCN-K more than two years back."On returning to Hebron he deeply expressed his lack of political farsightedness and regretted for his error of acting in hurry. He disclosed that there was nothing in Khaplang group and shows no seriousness in the Naga political issue as his mind is only focussing on his relationship with the Myanmar government. Khaplang is also least bother about Naga reconciliation and he is exploiting and fooling the Nagas in the name of Naga sovereignty by way extorting the Nagas and business groups," the NSCN-IM said today.

IMPHAL, August 10: The 4th Annual Children’s Meet, 2013 was held in Imphal under the theme ‘Today’s Secured Childhood Ensures as Magnificent Tomorrow.’Presentation of dance, song, drama and cultural items by children from the nine districts of Manipur was the main highlight of the meet organised by the Manipur Alliance for Child Rights (MACR), Maringlane, New Chekon under the sponsorship of Children Rights and You (CRY), Kolkata at the auditorium of Tribal Research Institute.Participating in the function, Social Welfare minister AK Mirabai asserted that organsing the meet will strengthen the bond of the youths in the hill and valley.She also said organising such events frequently will aid national integration.Miraibai said the state Government’s Social Welfare Department has taken up various scheme and projects for the welfare of children  under the Government of India.She said these policy and programmes for children also provide good food to the physically challenged children and children permanently bereaved of their parents to make them healthy.The minister said other facilities are also given to children by setting up of Protection of Child Rights under which they are provided education and nutrition to make them healthy.Mirabai further said that 42 different schemes are now being taken up in the state under the Integrated Child Development Scheme (ICDS), informing that the Government is exerting efforts to implement these schemes at the block level, too.
She said now the nine districts of the state have Juvenile Justice Boards after implementing the Child Protection Act to punish child traffickers.MLAs Th Biswajit, Olympian MC Mary Kom, Mr World Dr Ng Shantikumar Meetei, associate general manager, CRY, Kolkata, Ashim Kumar Ghosh and MACR convenor, K Pradipkumar were also present at the occasion.

Congress and Naga intellectual--on Naga issue

DIMAPUR, Aug 10: Nagaland Pradesh Congress Committee (NPCC) is irked by the comments of noted Naga intellectual Niketu Iralu who had recently expressed his views on the numerous assurances given by the government of India regarding the 'early settlement of the vexed Naga political issue'.On August 3, noted peace activist Niketu Iralu while talking to Newmai News Network, had termed the unceasing assurances from the Central government in the past 15 years to resolve the Naga issue at the earliest, as 'bureaucratic response.' 
 Niketu Iralu came two days after Prime Minister Dr Manmohan Singh had assured to solve the vexed Naga political issue when the NPCC delegation met the latter in New Delhi."It has become a bureaucratic response of the government of India. The government of India cannot do anything beyond that," Niketu Iralu had said. 
"On August 3, NNN phoned me and said Prime Minister Mr Manmohan Singh had told a delegation of Naga leaders that the Naga issue will be settled at the earliest. The reporter of the news agency had said for the past 15 years Central leaders have been giving this 'tiresome assurance' and asked for my comment", Niketu Iralu said. "The NPCC Media Cell had said (Nagaland Post Mortem August 6) my reply to NNN reporter the next day 'Terming the Prime Minister’s assurance to the State Congress legislators on finding an early solution to the Naga political issue as bureaucratic response is unfortunate and unwarranted'", Iralu narrated. "I should mention at the outset that when the NNN reporter called I had just returned home after being away for 4 days at a seminar centre outside Tuensang. And the network was anything but helpful when NNN phoned. I heard 'Central leaders giving the usual assurances to Naga leaders as the Prime Minister had done again' with regard to the Indo-Naga issue. I had not read anything about the meeting in Delhi referred to. I recalled briefly seeing a photo where the Prime Minister was receiving a delegation. I had not read the caption so it is my regret I did not know they were our Congress legislators," the noted Naga intellectual said. Niketu then said that elaborating further on the point the NPCC Media Cell said, 'Ultimately, the Naga political talks will be resolved at the highest political level, and therefore the supposed Naga intellectuals should refrain from making unwarranted statements, more particularly when it comes to sincerity of Delhi'."My reply to Newmai News Network, some of which has been reported, was that there is no doubt ultimately the Government of India will sign the settlement on behalf of India, at the highest political level. So its role is very important. But if any settlement reached with the Nagas is to be honourable and acceptable to both sides no Government in Delhi headed by any party can do that without the people of India first understanding the facts of our history. This I believe is the issue, not the sincerity of Delhi. The Congress-led UPA Government has been as sincere as the BJP-led NDA was in making it abundantly clear that the settlement will have to be an arrangement that will boost, not fatally bash, the ruling party/alliance in the next election nationally and in our immediate neighbour States , and nothing more than that. The negotiation between Delhi and NSCN (IM) dragging out thus far since 1997 is ample proof of Delhi’s unshakable sincerity to defend India’s advantage and the IM’s unwillingness to whittle down further what it has called its "charter of demands" lest the Nagas will judge it to be not acceptable and not honourable," Niketu Iralu stated. The statement also stated 'The Nagas at this juncture can ill afford to unnecessarily implicate the Government of India for the present imbroglio, and cause irreparable damage to whatever goodwill or rapport that has been established with the highest political office in the country'. "If my understanding of what is sought to be said here and the meaning of the ongoing talks for a settlement is correct, I do think the concern and fear are baseless and unnecessary. Let us not forget Delhi is now in the second process of negotiations with the Nagas again for a settlement. Does this not mean Delhi fully acknowledges that there certainly is an imbroglio, a very stubborn one, and that it is the other contributor to the imbroglio?" Niketu asked.It may be pertinent to briefly elaborate the points made to NNN that the Nagas cannot blame the new Government of India born on August 15, 1947 for doing all it has done and is doing to defend the boundary line of the map the British passed on to them when they returned home. But India too cannot ignore or deny the position the Nagas had clearly established before the British left their Empire in South Asia. The Nagas struggle therefore was not, and is not, secessionist like the other liberation fronts and movements in India that emerged after India became independent. On August 14, 1947, one day before India became independent, the Nagas reaffirmed to the new government of India, London, and the UNO the position they had declared to the Simon Commission way back in 1929. According to Niketu Iralu, the Nagas were not, are not, anti-India. They launched their struggle because they decided their history justified it. They saw themselves as an honourable neighbor of India on the basis of their history, though extremely young and small in size and population compared to India’s other neighbours. So they think we are secessionist trouble makers who deserve the severe punishment their armed forces have meted out to us. Therefore it is a waste of time to expect any government in Delhi to reach a settlement with us that will be honourable and acceptable to us without enabling first the people of India and the peoples of Manipur, Assam and Arunachal to understand our case. The coming generations of Nagas should learn to go to them and enable them to understand us and the facts of our history, Niketu Iralu also said."If we go with concern for our neighbours, India and the world also and we are ready to listen to evolve mutual understanding first, the thinking ones of good will among them will become our well-wishers and protagonists. With them the Nagas of will be able to work out a settlement that will be right for all concerned. If today’s aging Naga leaders will pass on a healed and restored nation to the Nagas of  they will discover what will be best in the world they will live in", Iralu said. The fact is the real India is not in the few buildings in Delhi. It is in the villages and the bustling towns and cities across India. If we will show wisdom and importance to the real India we will not be antagonizing Delhi. We will be helping Delhi to help us better. "As for the reference above to the ‘supposed intellectuals’, this writer is acutely embarrassed to be associated in any manner with supposed or real intellectuals because I am clear I am only a worried Naga wondering how we are to respond better to the baffling challenges changes are bringing to us so that we may grow properly," Niketu Iralu stated.

Tribal body condemns on house attacking

IMPHAL, August 10: The FATYCM today said it condemns the August 4 incident that took place in Poumei Colony are, Imphal wherein at least six houses were destroyed, terming it as a ‘senseless act.’The Federation of All Tribal Youth Clubs, Manipur (FATYCM) said that a representation was submitted to Manipur Chief Minister O Ibobi on Saturday requesting him to take appropriate steps for immediate restoration of law and order in the state to protect private properties so that the people can live with dignity.
Citing importance of peaceful co-existence in the state, the federation had on May 5 last made an a fervent appeal to the Local Area Protection and Preservation Committee and its allied organizations not to adopt violent activities and not to prevent people from making private buildings in their own patta land.However, the Meiteis residing in the Poumei Colony area had completely destroyed at least six houses belonging to tribal community in the area on August 4 in spite of the appeal, it accused.It also expressed unhappiness over the alleged apathy shown to the issue by the state Government, calling it a step motherly attitude.Taking serious note of the incident, FATYCM apprised the Chief Minister in the memorandum about the matter requesting him to  seriously look into it by taking immediate action.

Cycle rally against Tipaimukh Dam

IMPHAL, August 10: Hundreds of people in Sekmai in Imphal West district of Manipur on Saturday held a cycle rally against the proposed Tipaimukh Dam construction under the aegis of the Luwangbung Development Association, Awang Sekmai. The association also sent a memorandum to the Prime Minister to cancel the mega project citing the great potential impacts.Saying that very high ecological, environmental and social impact,and cost of the diversion of the vast tract of forest land will far outweigh the benefits likely to accrue from the project, Luwangbung Development Association said in the memorandum to the Prime Minister Manmohan Singh that it hopes the Government will respect the recommendation of the Forest Advisory Committee (FAC) which says not to accord the approval for diversion of 22, 777, 50 hectres of forest land.It also urged the Government of India and its Ministry of Environment and Forest (MoEF) to desist from granting the forest diversion proposal for the Mizoram part of the Tipaimukh Project and to make the proceedings of the Indo-Bangladesh Sub-Group of proposed 1, 500 MW project and open and transparent.The memorandum also said, “We urge the Government of India to revoke the earlier environment clearance on the mega project as the Forest Advisory Committee of the  MoEF has rejected the forest clearance for the project based on its colossal environmental and social impacts.

SENAPATI, Aug 9: The United Naga Council (UNC) while gearing up to call bandh has said, "To protest against the lack of respect and seriousness in upholding the democratic process of dialogue initiated by the Government of India(GoI) itself on the demand for an alternative arrangement outside the Government of Manipur and to urge the GoI for immediate intervention pending settlement of the Indo-Naga issue as already publicised in our Press Statement dated 6th August, 2013 a series of protest activities are being taken up till an intervention from the GoI is secured"."We appeal to the general public and all concerned to kindly respect the sentiments which have occasioned the protest activities and extend their cooperation and solidarity to ensure peaceful and non-violent observation of the same. Adequate time has been given with prior general information and therefore any violation will be at one’s own risk. The indefinite ban on all construction works of Central Projects such as the Trans-Asian Railway line and Power Grid line will come into effect from the midnight of 11th August, 2013," it stated.All Naga tribe Hohos, Regional and Frontal Organisations are directed to take up appropriate measures in their respective jurisdictions for the effective observation of the total bandh, abstention and ban.

Officials kidnapped

IMPHAL, August 9: Two officials of Manipur Government’s Horticulture Department have been reportedly abducted by suspected militants near Kanglatombi bazaar under Sekmai Police Station in Senapati district last night.According to police, the abducted Horticulture Department officials are Assistant AO Maibam Priyokumar, 56, a resident of Yaiskul Janmasthan in Imphal West district, currently posted as manager at Regional Progeny Orchard, Maram, and Wangkheirakpam Ibopishak, 50, a resident of Nongmeibung in Imphal East district.Police reports said the kidnapping took place around 10 pm Thursday when the duo was about to reach Kanglatombi bazaar. An unspecified number of unknown militants who were heavily armed whisked them away from the spot.The two officials were travelling in a Chevrolet car heading  Imphal when the incident happened, the reports added.Meanwhile, Sekmai police recovered the car from a spot in Kanglatongbi last midnight , but whereabouts of the duo is still unknown.The police reports suggested that an underground group carried out the kidnapping in connection with a monetary demand of Rs 50, 000.

Search operation cum social service of police at Mahabali temple

Imphal Aug 9: Imphal East Police conducted a social service in and around the Mahabali temple standing just opposition to the Babupapra under the supervision of the district superintendent of police as part of search operation for explosive items. The search drive cum social service in and around Mabali Forest area was  onducted around The search drive was conducted as security measures to foil any bomb plant in the area by unwanted elements ahead of the Independence Day celebration. During the search drive passerby along the route were also verified. Police took up such drive as there were instances of militants planting bomb along the route which remain in the close proximity of the Ministers’ quarters.

International day of World’s indigenous people observed in Manipur

Imphal Aug 9: International day of World’s Indigenous Peoples was Friday in Manipur as in other parts of the globe. On December 23rd 1994, Unite Nations had announced that August 9th will be observed as International day of World’s indigenous people to save the indigenous community from extinction. The UN declaration is supported by 114 countries. To mark the day, Student wing of Joint Committee on Inner Line Permit System in Manipur organized a cycle rally. The rally was flagged from Nambol higher Secondary ground. The cycle rally team was however denied to proceed by the police at Kwakeithel Check post. After producing a permit to conduct a rally, the cyclists were allowed to pass through. The rally team passed through Singjamei bazaar, Yaiskul, Wahengbam Leikai, Khuyathong, Chingmeirong finally culminating at Hafta Kangjeibung where a public meeting was held. Various placards were also displayed with slogans like” Implement Inner Line Permit system in Manipur”. Convenor of the joint committee M Angamba said there is fear of indigenous people of Manipur being wiped out. To save the indigenous people it is necessary to implement ILP in the state. The day was also observed by the Centre for organization Research and Education (CORE) along with several other Indigenous peoples’ organizations of Manipur under the theme “Indigenous Peoples building alliances: Honouring treaties, agreements and other constructive arrangements”.
Dr Immanuel Varte, executive director of CORE said that the organisation is concerned regarding the role of state in honouring the UN Declaration on the Rights of Indigenous Peoples (UN DRIP) 2007 in letter and spirit, and that the State must ensure that there are corresponding domestic laws in regards to treaties,  agreements and related conventions to protect and promote human rights. CORE also urged the State to enhance the dignity of life without fear of reprisal from state and non-state interference by removing regressive legislations such as Armed Forces (Special Powers) Act, 1958, Disturbed Area Act, National Security Act, etc, that are more often than not, instruments to blatantly deprive indigenous peoples of
every last strain of dignified and peaceful existence. On the occasion, an organization christened as Indigenous Minorities Organization Manipur was formed with an aim to protect and grow all small minorities groups inhabiting in Manipur. Khupler Kom, Bapui Purum and Rengson Thanga were respectively
president, vice president and general secretary of the newly floated organization. A recognition ceremony for the newly formed organization was held its office located at Pureiromba Khongnangkhong today. Various leaders of many reputed organizations of the state were also present on the occasion. Those who spoke on the occasion has assured to extend all possible help to the newly set up organization in its effort to save and
protect indigenous minorities of the state and in protecting territorial integrity of the state. Momon of Chingmee Tammee Nupi Lup said it is very encouraging to learn about emergence of a new organization for protection of indigenous minorities of the state. Maintaining that all possible help will be extended to the
organization she further said that we should be well aware of the fact that India Govt is trying to break and divide unity and integrity of various minority groups in the state. She also urged minorities to take a leading role in various important issues of the state.

Quit India Movement

IMPHAL, August 9: The 71st Quit India Movement Day was observed in Imphal on Friday by Manipur Pradesh Congress Committee (MPCC) to mark the civil disobedience movement launched in India in August 1942 in response to Mahatma Gandhi’s call for ‘Satyagrah’ (independence).Deputy Chief Minister and MPCC president Gaikhangam along with other Congress ministers, MLAs and MPCC leaders paid rich floral tribute at the photos of Mahatma Gandhi, Jawaharlal Nehru and other prominent freedom fighters at the occasion.Addressing the function, Gaikhangam said that noted freedom fighters of India are remembered and honoured on the occasion of Quit India Movement Day and called for realizing the desires of the martyrs.Quit India Movement had claimed 10,000 Indians and as much as 60, 000 protesters were detained by the British during the movement.

Border Fencing-Statement of Ministry of Home Affairs reacted strongly in Manipur

IMPHAL, August 9: Manipur People’s Party (MPP) on Friday heavily came down against the Ministry of Home Affairs (MHA) which has claimed that the current Indo-Myanmar fencing has not grabbed the border area of Manipur and described the statement of the latter as completely misleading.“MPP strongly condemns the statement of Ministry of Home Affairs (MHA). An ultimatum on the matter will be sent to the Prime Minister by August 12 and the party will decide further steps to be taken on the issue with the support of the public soon,” party’s president N Sovakiran told reporters here.Criticising the MHA for its statement which was widely carried in a section of Imphal local dailies on Friday, Sovakiran said that the border fence of the Myanmar side has indeed pushed up to Manipur’s border land area in kilometers and not in feet or yards.
According to the statement by Ministry of Home Affairs, government of India, "Without the settlement of the International Boundary along with Boundary Pillars on Indo-Myanmar border, it is not possible to arrive at a definitive conclusion that a particular village or land is going to be lost. For the benefit of readers, it is further clarified that the on-going fencing work is restricted to only 10 km for the present and no further work will be undertaken unless all the Boundary Pillars are finally settled through joint inspection by the National Survey Authorities of the two countries as well as the Survey & Settlement Officers and Staff of the State." The MPP leader said the party had recently brought it to the public domain that at least nine villages in the border area of Chandel district were found ceded to neighbouring Myanmar and cited that about a 1, 000 mt of land including a Church in Govajang was found inside the Myanmar border fence.An 11-team of the party had recently visited Chandel district to oversee the Indo-Myanmar fencing which led to  a political storm in the state demanding re-survey of the boundary fence by various political outfits.Sovakiran alleged that the MHA was attempting to divert the border issue on the other way and said that MPP condemns it in the strongest terms.MPP spokesperson H Nabashyam demanded that the Indo-Myanmar boundary fencing should be re-surveyed with the full knowledge of the people and that the present fence must be removed.The party had on July 30 last sent a representation to the Prime Minister demanding re-survey on the disputed border fencing.

IMPHAL, Aug 9: The urgency in mplementing the Inner Line Permit (ILP) in Manipur marked the World Indigenous Day observation in Manipur.Organised by Joint Committee on Inner Line Permit System in Manipur (JCILPS), speakers stressed on the urgency in implementing the Inner Line Permit System in Manipur during World Indigenous Day observation held at Lamyanba Shanglen, Palace Compund in Imphal.
Former tribal minister RV Mingthing ILP is a must in Manipur to save or protect the indigenous people of Manipur. He suggested that civil society organisations and the government should give needed effort to implement the ILP in Manipur or else the very existence of indigenous people both in the hills and the valley will be put under great threat."In order to safeguard and give due respect to the rights of the indigenous people, the implementation of Inner Line Permit System in Manipur is a must," RV Mingthing observed.The tribal leader then said a commissioner had abolished the ILP in Manipur several years ago. "It is equally important to investigate whether the matter was brought up in the Parliament prior to the abolition of the ILP in Manipur by the commissioner in question," RV Mingthing added.Also speaking on the occasion, co-convenor of JCILPS, Joy Chingakham implementation of Inner Permit System in Manipur is for the safe future of the indigenous people of Manipur. He said the rights of the indigenous people as granted by the United Nations have not been fully implemented.Dr T. Lunkim, chairman of of the Kuki Organisation for Human Rights expressed resentment for terming the Kukis as 'new settlers' of the region by certain elements.
According to Dr T. Lunkim, the Kukis have been settling in the North East region as of any other indigenous people of the region.Meanwhile, in connection with the World Indigenous Day observation, a massive cycle rally was organised by the students' wing of JCILPS from Nambol Higher Secondary School in Bishenpur district to Lamyanba Shanglen in Imphal East district.Around 300 students holding placards that read, "Indigenous peoples' demands should be granted," "The objective of World Indigenous Day is for the promotion and protection of the indigenous peoples' rights," "Save indigenous people in Manipur," and "The state government should implement ILP in Manipur," cycled from Nambol to Palace Compound.

Poumai Women condemns killing of Pfokreho James

Senapati, 8th August, 2013: Joining voices against the brutal killing of Lt.Col.Pfokreho James, the Poumai Naga Women’s Union (PNWU) has strongly condemned the act and demanded those responsible to clarify the matter to the public immediately. Coming out in a similar tone as demanded by other Naga civil organizations like UNC, NWU, NPO, SDWA, SDSA, KSTC, Mao Council, the apex Poumai women’s body added that, violent ways of achieving one’s end will not succeed in the present society. When the Nagas are investing all efforts to achieve reconciliation at its highest level and everyone endorsing such hard earned initiative of the FNR, the recent killing has shaken the entire District. The PNWU also expresses sincere condolence to the demise of Late Pfokrehe James who has contributed to the society through his service and social activities. May the good Lord bestow upon the bereaved family the strength to recover from the loss and pray for the soul of late James to rest in peace.

Manipur High court on MBBS/BDS test

IMPHAL, August 8: The Manipur High Court failed to close the final hearing on the cancellation of MBBS/ BDS entrance test, 2013 case as it was deferred midway on Thursday.The court postponed the final hearing on the case to August 14. The final hearing was earlier fixed on August 6 by the court, but postponed to August 8, sources said. This was the second time to defer the hearing.It was not officially confirmed as to why the hearing was delayed for the second time.A group of 10 candidates of the state MBBS/ BDS test 2013 had recently filed the case in the Manipur High Court challenging the decision of the state Cabinet to cancel the PMT. Around 6, 000 candidates who have prepared for the Pre-Medical Test are demanding the state Government to hold the entrance exam after Supreme Court quashed the Medical Council of India’s (MCI) notification for holding common entrance tests for MBBS/BDS and post-graduate medical courses on July 18 this year.It was cancelled by a Cabinet decision by announcing that the state nominees for MBBS/BDS courses would be selected from the National Entrance Eligibility Test (NEET) merit list.

Fuel stock still low in Manipur

 IMPHAL, August 8: At least 35 oil tankers, including four LPG bullet tankers arrived in Imphal on Thursday however it is unlikely that in the next two-three days it will be possible to start open sale of fuel in the state considering the current oil stock.Sources informed NNN that 35 oil tankers, including four bullet tankers arrived in the capital in the afternoon. They were transported by Indian Oil Corporation (IOC) and Bharat Petroleum Corporation Ltd (BPC).Seven petrol tankers (20 kl), 16 diesel tankers (12 kl), one kerosene tanker and four bullet tankers were shipped in to the state by the IOC while the BPC ferried five petrol tankers and two diesel tankers.However, it is unlikely that open sale of fuel in the state will be possible to start in the next two-three days in view of the current oil stock, the sources said.The sudden shortage of fuel in Manipur was caused by a heavy landslide that occurred along National Highway-2 at Phesema in Kohima, Nagaland.Meanwhile, the IOC has authorized the state oil tankers to transport fuel from Assam’s Numaligarh which is only 305 km from Imphal and hence a shorter way while comparing to Digboy, Tinsukia and others. IOC has taken up the step in view of the present thin oil stock in the state.Around 35 oil tankers escorted by CRPF will be leaving Imphal for Numaligarh tonight, the sources added.Oil tankers of the state usually transport fuel from Assam’s oil cities Digboy, Tinsukia and other places of that state. Meanwhile, the proposed twin bandhs by United Naga Council (UNC) and the Kuki State Demand Committee (KSDC) beginning August 11 midnight and August 13 midnight respectively are likely to hit the state already affected by scarcity of fuel for several weeks due to the heavy landslide occurred at Phesema which completely cut off the state.At the same time, fuel buyers in the state are now running their vehicles through daily oil allocation by the IOC.

Mao students Senapati condemns

Senapati, 8th August, 2013: The Mao Student’s Senapati unit has also condemned the recent killing of Late Pfokreho James at Senapati DHQ on 6th August, 2013. A statement issued by its General Secretary Athikho Maheo expressed that, the incident has saddened the student’s community and extended its condolence to the bereaved family members of the deceased. It stated that, the killing of our own brother in the midst of tiressless efforts and cry for reconciliation with peace is rather disheartening to every Nagas. Such act of violence amidst our thirst for peaceful resolution and permanent peace in our society is sending out negative impact to the student’s community. While appealing for peace and harmony to reign among the Nagas, the student body demanded that justice should be granted to the victim at the earliest possible.
The Mao students Senapati in a separate statement congratulated those candidates who have successfully cleared the UPSC prelims examinations. It has extended wishes and sincere prayers for colorful and success in the upcoming Mains examinations.

Killing of NSCN-KK condemned

IMPHAL, Aug 7: The United Naga Council (UNC) and the Naga Women Union (NWU) have strongly condemned the killing of  'Lieutenant Colonel' Pfokrehe James, 55 years, hailed from NSCN-Khole-Kitovi group in Senapati on Tuesday.
The United Naga Council condoles the death of Late Pfokrehe James, Lt Col of NSCN(Khole-Kitovi) who fell to the bullets of unidentified gunmen yesterday evening.

"We condemn the forcible abduction in full public view and subsequent killing of late Pfokrehe which is understood to be result of factionalism within the Naga family. The UNC support the noble mission of the Forum for Naga Reconciliation of bringing together all  the Naga political group through reconciliation. It has also been the endeavour of the UNC throughout our district mobilisation and political tours, be it in Ukhrul, Chandel, Tamenglong or Senapati  and also in our public appeals to carry the message of the wish of the Naga people for peace and reconciliation among Naga brethren. It is shocking that the appeal of the people has not been heeded to and violence has been resorted to instead," UNC statement said.

While condemning the killing of late Pfokrehe James, the UNC appeals to all Naga political groups to cease from any form of factional violence so as to create space for real reconciliation among the Naga people.

Again, the Naga Women’s Union (NWU) denounces in the strongest term the killing of Lieutenant Colonel Pfokrehe James of NSCN-KK who hailed from Robunamai Village under Mao-Maram Sub-Division of Senapati yesterday.

According to Naga Women Union, Pfokrehe James was physically assaulted at gunpoint in full public view and taken from the heart of the Senapati town near the Traffic Point to a secluded spot in Ankailongdi village area of the Senapati district headquarters.

His bullet ridden corpse was later recovered by public leaders and a team of Senapati police.


It said such nature of inhuman action creates anxiety and insecurity amongst the people of the district particularly the young school going children who are witnesses to the whole episode.


The three assailants also verbally abused and threatened the chief of Robunamai village when he intervened and pleaded for the release of the victim, the NWU alleged.

"The killing of Mr. James negates the commitments made by all the Naga political organizations to refrain from any violent activities during the series of reconciliation meetings initiated by the Forum for Naga Reconciliation (FNR). We express our deepest condolence to the bereaved family of late Mr. Pfokrehe James and pray that God will console, comfort and strengthen them to be able to bear the pain and sorrow at the irreparable loss," the NWU said.  

"We strongly demand that the perpetrators must publicly apologize for the brutal killing and come clean by identifying themselves stating their motive for commission of such deplorable and unjustifiable act. We also demand that all concern authorities must promptly booked the culprits and give befitting punishment as per the law of the land. We appeal to all the public to be vigilant and united and ensure that justice is delivered and this nature of heinous crime against humanity is not repeated in the future," the NWU stated.

The United Naga Council condoles the death of Late Pfokrehe James, Lt Col of NSCN(Khole-Kitovi) who fell to the bullets of unidentified gunmen yesterday evening. We condemn the forcible abduction in full public view and subsequent killing of late Pfokrehe which is understood to be result of factionalism within the Naga family. The UNC support the noble mission of the Forum for Naga Reconciliation of bringing together all  the Naga political group through reconciliation. It has also been the endeavour of the UNC throughout our district mobilisation and political tours, be it in Ukhrul, Chandel, Tamenglong or Senapati  and also in our public appeals to carry the message of the wish of the Naga people for peace and reconciliation among Naga brethren. It is shocking that the appeal of the people has not been heeded to and violence has been resorted to instead.

While condemning the killing of late Pfokrehe James, we appeal to all Naga political groups to cease from any form of factional violence so as to create space for real reconciliation among our people.

Tribal Students on RMSA and Separate Commission for tribals

IMPHAL, Aug 7: The All Tribal Students Union, Manipur (ATSUM) has alleged that school building construction works under Rashtriya Madhyamik Shiksha Avyan (RMSA), Manipur have not been completed in want of funds.ATSUM general secretary Vareiyo Shatsang said that old school buidings have been dismantled for the construction of new buildings under RMSA for 2010-2011 and at the end of the day it is the students who have been greatly affected. The ATSUM leader said the students' body had investigated on the matter and found out that contractors engaging in the works could not complete the task as the fund meant for the works have not been released by the concerned authority.ATSUM then alleged even whatever amount that was released earlier, there were 11.7% deduction as departmental charge and 5.6% deduction as local sale tax which is totalling to some 17% deduction."We have investigated on the matter and the concerned authority has told us that the finance rule has it that these two components are to be deducted at source," the ATSUM revealed.According to ATSUM, regarding the NLCPR projects such deductions are not allowed."We have also received numerous complaints that there have been heavy impositions of taxes both from valley and hill based underground organisations," said ATSUM while adding, "Since RMSA works are closely related with education and the welfare of the student community, we are disturbed to see this kind of unbecoming action from the concerned authorities."The tribal students' body then urged the concerned authorities to rectify it at the earliest in the interest of the student community.
Meanwhile, at the backdrop of the Scheduled Tribe Demand Committee Manipur (STDCM) gaining momentum for recognition of Meeteis as Scheduled Tribe, ATSUM demanded for setting up of a separate state commission for Scheduled Tribe under Article 338-A of the Constitution."It has been our long standing aspiration to find a State Commission of the Scheduled Tribes in Manipur under the Article 338A of the Indian Constitution which would usher in all round Development and progress in respect of thee Tribal people in this eastern most part of the Indian Union. The National Commission for Scheduled Tribes which came in to force on 19th February, 2004 has failed to provide adequate service to the state of Manipur a it is based on the distant centre in Shillong", ATSUM said.

Man beaten--seriously wounded

IMPHAL, August 7: A 47-year-old man was taken to the hospital after he was seriously wounded in a gang beating over a minor incident here last night.Sagolband Bijoygovinda resident RK Ranjit was severely thrashed by a gang in front of his residential gate during a scuffle around 10:30 pm Tuesday. Reports said the scuffle occurred after the gang who came in two vehicles splashed rain water on the victim while negotiating the flooded site.The attackers also fired in the air as the locals gathered at the spot in rescue of the victim. They attacked the two vehicles with stones and then the gang fled the spot.Almost one hour after the incident, the local residents could identify one of the assailants as one Kayellakpam Sorojini Devi aged 50, wife of late K Lalmani, and later attacked her house at Tera Amudon Akham Leikai close to the victim’s residence.The enraged locals attacked the house to avenge the incident damaging it partially. A dozen of vehicles, including one i20 car, one Maruti 800 car and another seven scooters belonging to the attacker were also damaged in the attack. They also destroyed two washing machines.The victim is undergoing treatment at Raj Polyclinic here.

Jiribam District Demand--Manipur govt not ready yet

IMPHAL, August 7: Manipur Chief Minister O Ibobi Singh on Wednesday assured the Jiribam District Demand Committee (JDDC) that the state Cabinet would take decision in two-three days on making the Barak circle a separate sub-division but rejected the key demand of the committee saying it was not the right time to declare Jiribam as a full-fledged revenue district considering the present state of affairs in the state.
Representatives of JDDC met the Chief Minister at his office here and discussed about the Memorandum of Understanding (MoU) signed between the state Government and the committee. The meeting held in the afternoon prominently deliberated on granting of Jiribam as a full-fledged revenue district, JDDC convenor Mutum Meipaksana told newsmen after the meeting.Revenue minister Th Debendra also took part in the meeting on the Government side.JDDC and the state Government signed an 11-point MoU on November 9, 2011. One of the key demands mentioned in the MoU is to declare Jiribam as a seperate district. Jiribam is a sub-division of Imphal East district.Meipaksana said the Ibobi also told the JDDC side that all the points in the MoU are being considered by the Government, but the Chief Minister rejected the major demand of the committee to declare the sub-division as a revenue district saying that it would take more time owing to the law and order situation in the state.However, the Chief Minister assured the JDDC leaders that the state Cabinet would take a decision in two-three days to make the Barak circle a separate sub-division. Barak circle falls under Jiribam.JDDC president H Mema Devi, vice-president S Sushila Devi, advisors H Joykumar and L Jaminikanta, and convenor Meipaksana represented the committee side in the meeting
The next course of action of JDDC will be decided after discussing in detail with the Jiribam public on Wednesday’s meeting with the Chief Minister, Meipaksana said.

KSDC announces 48-hour general strike from August 13 midnight

Imphal Aug 7: Barely two days after it has hinted of launching a series of the agitation, the Kuki State Demand Committee (KSDC) Wednesday announced a 48-hour general strike which would be effective
in Kuki inhabited areas of Manipur from midnight of August 13 as first phase of its agitation. Interestingly, the KSDC has made a slight change in their demand as this time instead of pressing for political dialogue regarding its demand for creation of creation of a Kuki state, the committee demanded statehood directly.
“The demand of KSDC is Kuki statehood. Nothing more nothing less, KSDC will continue our movement till Kuki state is achieved,” spokesperson of KSDC George Guite said Wednesday after the committee convened a series of meetings with other Kuki based civil organizations backing the KSDC. Leaders of associations of Kuki village chiefs from five hill districts of the state reportedly attended the meeting convened by the KSDC, an umbrella body of several Kuki civil bodies and Kuki village chiefs of Manipur.
During the meetings, leaders of KSDC reportedly convinced that it is high time for the Kukis to resume their suspended agitations against the backdrop of the decision of the Congress led UPA government that
agreed to the creation of Telangana state in Andra Pradesh. The decision to impose the 48-hour with effect from midnight of August 13 was resolved in the series of meeting convened by the KSDC in Churachandpur district headquarters and Kangpokpi of Senapati district today, after a threadbare discussion on the long pending demand of the Kukis. Even though the KSDC did not mention about boycotting the Independence
Day on August 15, the general strike which would be effective in Kuki inhabited areas of the state would be concluded midnight of August 15. George Guite hinted that the KSDC will launch a series of agitations
including imposition of blockades on the national highways passing through Kuki inhabited areas of the state and non-corporation movement against the government. Future course of agitation to be launched will be announced after another round of meeting is convened. The meeting is likely to convene during the general strike hour or after it has concluded, he hinted. The KSDC has been pressing the Centre to hold political dialogue with the Kuki militant outfits which are signatories of the ongoing Suspension of Operation (SoO) pact with the Centre and state governments. A Kuki State or a Kuki homeland within Manipur is the demand of the two umbrella organisations of the Kuki armed groups, which are party to the SoO pact. On Monday, leaderships of KSDC has warned of intensified forms of agitations alleging that the Centre has been ignoring their legitimate demand by producing a map encompassing the ‘Kuki area’ which covers 65 percent of the whole area of Manipur. As per the map, the area spreads over five hill districts. It includes Churachandpur, Chandel, Sadar Hills in Senapati and large chunks of land in Tamenglong and Ukhrul districts.

Imphal Aug 7: Pointing a flaw in the counter affidavit filed byManipur government in the Supreme Court of India regarding extrajudicial killing by police and security force in the state, mother of none of the victims Wednesday demanded police production her daughter-in-law ad grand children.Lata Devi, mother of fake encounter victim Onsorjit who had appeared in the Supreme Court on Tuesday and arrived at Imphal today, alleged that Manipur government in its counter affidavit submitted to the court mentioned that his son was a married man having children even though he was actually a bachelor.“My son had not married,” she said urging the government to produce if his son had wife and children and hand over to them to her so that she can bring up her grand children. Onsorjit was one of the victims of extrajudicial killing meted out by the police and security force in Manipur which included among the six cases which the Supreme Court order for inquiry by a three-member panel headed by Santosh Hedge. After the inquiry commission submitted its reports qualifying all the six cases as fake encounter, the Supreme Court on Tuesday has issued a reminder to the state government to submit a copy of the report of various inquiries conducted on AFSPA in Manipur by September 10 to the apex Court. There are 27 such inquiries conducted by various independent commissions, including the case of Th Manorama Devi and the court fixed the next hearing on September 17, 2013, Babloo Loitongbam of Human Rights Alert informed the media at a press briefing regarding the latest development in the case filed by  Extrajudicial Execution Victim Families’ Association (AAVFAM). The Supreme Court-appointed committee probing the six cases of alleged extra-judicial killings has it its report submitted to the court stated that these were not genuine encounters and the victims, including a 12-year-old boy, did not have any criminal records. A bench comprising Justices Aftab Alam and Ranjana Prakash Desai perused the committee's report which said none of the six cases qualify as encounters and they are fake. Meanwhile the National Human Rights Commission has prayed for more time to submit its comment on the Justice Santosh Hegde led enquiry commission’s report. The Centre, Ministry of Defence, Home and the State Government have submitted their comments and arguments, sources said. The State and Union Governments have reportedly recommended handing over the matter to the CID and CBI respectively to investigate the alleged cases.

IMPHAL, Aug 7: It has already been 46 days today that the people have been guarding the Royal Palace in Imphal after the Manipur government took a decision to take over the Palace.Today, Sana Konung Kanba Lup (Golden Palace Protection Front) secretary P Araba said a public meeting will be convened on August 10 and decide the next course of action against the Manipur government decision.Various women organisations organised sit-in-protest today against the government decision and for the past 46 days one organisation or the other including from hills have been doing the same.The two organisations had submitted a joint lengthy memorandum on June 27 to President Pranab Mukherjee urging him to intervene."The Royal Palace should not be made into a historical monument as the king still exists and very much the activities of the Royal Palace are there," said Puyam Tomcha, legal advisor to the Sana Konung Royal Palace Council while adding, "If the state government does not review its decision, the royal family will occupy the Kangla Fort which is now been maintained by the state government of Manipur after the Assam Rifles had left the fort."In the Merger Agreement, it is clearly mentioned that the Royal Palace is the private property of Maharaja of Manipur. The king has been living in the Palace and performing all customary rites and rituals as the sole authority. It is a fundamental right of the King which has been enumerated in Article 26 of Indian Constitution. So, the decision of the State Cabinet to take over Royal Palace is in violation of the fundamental right enshrined in the Constitution of India," Tomcha reiterated. Puyam Tomcha then asked to abolish the Kangla Fort Board.On July 2, the Tangkhul chiefs' body and the Federation of All Tribal Youth Clubs, Manipur (FATYCM) had said they condemned the ‘hasty decision’ of Manipur Cabinet to ‘take over’ the sacred Royal Palace saying the state Government is appeared to be acting like the title-holder of the historical site.It is the onus of the state Government to refurbish the palace through ‘funding’ and then handing over the task to the Sana Konung Semgat Sagat Lup or other bodies working for preservation of the palace, FATYCM had said.It said the Government should honour the Sana Konung and take care of it by means of backing only and flayed the former for purportedly being ‘acquisitive.’On June 22, the Manipur cabinet had resolved to take over 12 to 13 acres of the Royal Palace area in the heart of Imphal and develop it to retain the glorious era of Manipur's existence as an independent nation in the past.Ever since this decision of the state government, people including Maharaja Sanajaoba Leishemba have been carrying out sit-in-protest infront of the Palace.
